Population ageing is endemic in the developed countries. The "demographic shock" is often felt more keenly in the civil services. However, as the OECD observed in 2007, no one has properly planned for the repercussions of this foreseeable challenge. Over the last few years, all the countries have taken various measures to address it. Yet these recent policies have not yet paid off.
